Builders break ground on Saratoga’s Quito Village housing development Builders have broken ground on Quito Village in Saratoga, kicking off the first phase of the controversial housing development.The mixed-use center, located on Cox Avenue between Paseo Presada and Saratoga Avenue, is slated to have 17 buildings with more than 90 new housing units and 5,000 square feet of commercial space.The city of Saratoga issued building permits for 63 of the 90 townhomes to be built on site, which include both for sale and rental units in 17 buildings. About 10% of the 90 units would be affordable housing for very low-income households.Developer Pulte Homes purchased the vast majority of Quito Village from Sand Hill Property for $5.4 million last September.
